Fix#52025
The `[packages]` argument to `go test` can be confusing. If the
`package` does not begin with `./`, `go test` considers it relative to
`$GOPATH/src`. If it does begin with `./`, `go test` considers it
relative to `pwd`. `hack/make-rules/test.sh`, and thus `make test`, use
`go test`.
This commit adds a verify step to `hack/make-rules/test.sh`. Before we
run `go test`, we check the packages under test exist. If the user
specified the package path in the incorrect format - for example they
didn't prepend with `./` when they should have, the check logs a
suggestion of the alternative path they should use.
Running the test suites for a package is an activity many all first time
contributors will take. Hopefully including a more descriptive error
message, with a suggestion for a fix if applicable, will make this an
easier experience.

Fix a potential file leak
Previously, if a write or sync error occurred, we would not have called
Close(). This commit refactors ReplaceFile() so that we are sure to call
Close(), and also attempts to delete the temporary file if errors occur.

Collapse all metrics handlers into common code
Remove the MonitorRequest method and replace with a method that takes
request.RequestInfo, which is our default way to talk about API objects.

Fixed intermitant e2e aggregator test on GKE.
**What this PR does / why we need it**: Issue was caused by another test cleaning up its namespace.
This caused the namespace controller to try to clean up that namespace.
This involves deleting all flunders under that namespace.
However the sample-apiserver was not honoring the namespace filter.
So the flunders for the test would randomly disappear.

kubeadm upgrade apply now is able to utilize all possible combinations
of version argument, including labels (latest, stable-1.8, ci/latest-1.9)
as well as specific builds (v1.8.0-rc.1, ci/v1.9.0-alpha.1.123_01234567889)

Fix broken statefulset e2e test
**What this PR does / why we need it**:
Fixes the CockroachDB statefulset e2e test.
This was broken back in #43637 when the logic in
`(*StatefulSetTester).CreateStatefulSet` switched from using
`generated.ReadOrDie` to read the entire service.yaml file and pass it
to kubectl to using `manifest.SvcFromManifest`, which assumes that the
file contains only a single service.
To fix the test, just remove the second service, which isn't needed to test the Statefulset functionality.

ProducesObject should only update the returned API object resource documentation
This should be a no-op for Kubernetes (the only rest.Storage that specifies ProducesObject() is pod logs, on GET), but will allow issues such as openshift/origin#8345 to be resolved (where generated API documentation is currently incorrect due to the asymmetry between the object kind sent and received by the API)

Move prometheus metrics for docker operations into dockershim
optionsExternalVersion is being used for shared types (meta.k8s.io). The
installer should first look in the current API group for GET and CONNECT
options objects before checking in `v1`.
