This adds 2 new tests covering EndpointSlices, including new coverage of
the self referential Endpoints and EndpointSlices that need to be
created by the API Server and the lifecycle of EndpointSlices from
creation to deletion. This also removes the [feature] indicator from the
name to ensure that this test will run more often now that it is enabled
by default.
This patch adds IsDNS1123Label validation to
IsFullyQualifiedDomainName func.
Even when one label is longer than 64 characters, the current
validation does not validate it. Hence this patch adds the label
check and do not allow invalid domain.

The flag "--use-api" for "alpha certs renew" was deprecated in 1.18.
Remove the flag and related logic that executes certificate renewal
using "api/certificates/v1beta1". kubeadm continues to be able
to create CSR files and renew using the local CA on disk.
Instead of hard-coding `Kubernetes` in the output generated when
executing a binary using the `version/verflag` feature using
`--version`, use a variable `programName` which can be overwritten using
the `-X` linker flag, e.g.:

go build -ldflags "-X k8s.io/component-base/version/verflag.programName=my-tool" ...
```
This allows to use the package in non-Kubernetes applications.

Adds reviewers to the OWNERS files in the kubernetes/test/images folder.
The reviewers are added automatically, based on their contributions on
an image (>= 20% code churn).
