Change HAIRPIN_MODE to hairpin-veth as default
**What this PR does / why we need it**:
Change the default HAIRPIN_MODE back to "hairpin-veth".
It was previously "promiscuous-bridge" in order to workaround a kernel bug which deadlocked the machine when hairpin-veth was used. (#27498)
After some thorough manual testing on ubuntu clusters, we feel confident now that the kernel bug is fixed so we should switch back to using hairpin-veth. This will allow us to clean up some ebtables rules that were put in place to make "promiscuous-bridge" work properly.
Once this change goes in, we need to carefully monitor our e2e tests to make sure the bug has not resurfaced.

Deployment to stop adding pod-template-hash labels/selector on adoption

This fixes the scale client to return the actual API error, not a wrapped one. It also updates scalers to do the same. Then it fixes the reapers to tolerate 404s, since that means they achieved their objective.

In nested virutalized environments, the 1 second max-time is too
low. Just bumping up WAIT_FOR_URL_API_SERVER does not work unless
we bump up the max-time too. Let us just make it configurable like

I tried to print ~~OIR~~ [extended resources] requests/limits of pods, but some strings have been eaten when a line is too long (the output has been separated into two lines by terminal). I think it's because a `\t` blank can't be show in two lines.
- ~~uses `OIR-foo` instead of `pod.alpha.kubernetes.io/opaque-int-resource-foo` for short.~~
- doesn't display the percentage of ~~OIR~~ [extended resources] usage because I think the percentage is not so meaningful.

Split out the hostname when default dhcp_domain is used in nova.conf

When /etc/nova/nova.conf does not have specify dhcp_domain to empty
string, a default string of '.novalocal' is returned by the meta data
service. So we need to just split the string and pick the first one
in the array.

**Special notes for your reviewer**: This is based of the PR #60542, so this shouldn't be merged before that one. Tests are failing on the line 155, due to the timeout/non-nil error. I've tried to debug it furtherly, and found out that the CRD is still terminating.
Actually, the CRD gets deleted, but it takes some time. For example, if you add `time.Sleep(x * time.Second)` on the line 152, the test would pass. The problem is this isn't predictable. With `x` of 6-10 seconds, I manage to get this test passing, but there's zero guarantees the CRD will get deleted for that 10 seconds.
I have found the `wait.Poll` function in some tests, but I'm not sure can it fix the problem I have.
This is my first PR to the Kubernetes project, so I could be missing something. Any idea is appreciated. :)
