In autoscaling tests, improve setting pdbs for kube-system pods
This fixes selector for l7-default-backend pod and removes Heapster's PDB (it's harmless but pointless as CA won't be able to evict it due to other constraints).

Aggregator e2e test is intermittantly failing on GKE but not GCE.
Adding the following debugging for help trace issue.
Make sure we always use the same rest client.
Randomly generate the flunder resource name to detect parallel tests.
Print endpoints for sample-system in case multiple instances.
Print original and new pods in case the pod has been restarted.

If sandbox teardown results in an error, GC will periodically attempt
to again remove the sandbox. Until the sandbox is removed, pod
sandbox status calls will attempt to enter the pod's namespace and
retrieve the pod IP, but the first teardown attempt may have already
removed the network namespace, resulting in a pointless log error
message that the network namespace doesn't exist, or that nsenter
can't find eth0.
The network-ready mechanism originally attempted to suppress those
messages by ensuring that pod sandbox status skipped network checks
when networking was already torn down, but unfortunately the ready
value was cleared too early.
Also, don't tear down the pod network multiple times if the first
time we tore it down, it succeeded.

Don't specify clusterIP in dns e2e test
**What this PR does / why we need it**:
Different upgrade tests may configure different service clusterIP ranges. If we specify the clusterIP in dns e2e test, it will succeed in one upgrade test but fail in another. This PR doesn't specify clusterIP. It just uses the allocated clusterIP.

`(*StatefulSetTester).CreateStatefulSet` switched from using
`generated.ReadOrDie` to read the entire service.yaml file and pass it
to kubectl to using `manifest.SvcFromManifest`, which assumes that the

update-staging-godeps: only mangle staging repos in staging Godeps.json
- this re-adds non-staging k8s.io/* repos to the staging Godeps.jsons
- x-outs instead of removing of staging dependencies in order to get a
precise trigger for a complete godep restore+save run in the publisher
bot.
The first breaks k8s.io/kube-aggregator's staging export.
The second potentially leads to inconsistent godeps in our exported staging repos.

Improve cluster autoscaling tests logging and error checking during cleanup
This adds extra logs and error checks to autoscaling tests during PodDisruptionBudgets cleanup. It should help with identifying flake causes. Follow up to #52796
