d9f3607292 Implement multi-scheduler: 
1. Name default scheduler with name `kube-scheduler`
2. The default scheduler only schedules the pods meeting the following condition:
	- the pod has no annotation "scheduler.alpha.kubernetes.io/name: <scheduler-name>"
	- the pod has annotation "scheduler.alpha.kubernetes.io/name: kube-scheduler"

815d1e0865 Tag OpenStack Cinder volumes created by Kubernetes. 
This synchronizes Cinder with AWS EBS code, where we already tag volumes with
claim.Namespace and claim.Name (and pv.Name, as suggested in separate PR).

e894dcc8ff kubectl: Make scaling smarter 
Skip updating resources that already meet the desired replica count.
This change has an impact in both kubectl scale and kubectl delete in
that reapable resources that already have the desired replicas (number
provided via --replicas for scale, or zero for delete) won't be updated
again and a "already scaled" message will be printed (in case of scale).

0702164f05 httplog is not a CloseNotifier 
We wrap TimeoutHandler with RecoverPanics, but httplog does not
implement http.CloseNotifier, which causes a naive watch from curl
against the insecure port to fail.

For now, implement CloseNotifier (but we should consider removing
httplog now that we have other tools in the stack to manage it).
