2958ea253a GCE: Allow for reuse of master 
This is for internal use at the moment, for testing Ubernetes Lite, but
arguably makes the code a little cleaner.

Also rename KUBE_SHARE_MASTER -> KUBE_USE_EXISTING_MASTER

9f44c72ba9 AWS: findInstancesByNodeNames should not make O(N) API calls 
findInstancesByNodeNames was a simple loop around
findInstanceByNodeName, which made an EC2 API call for each call.

We've had trouble with this sort of behaviour hitting EC2 rate limits on
bigger clusters (e.g. #11979).

Instead, change this method to fetch _all_ the tagged EC2 instances, and
then loop through the local results.  This is one API call (modulo
paging).

We are currently only using findInstancesByNodeNames for the load
balancer, where we attach every node, so we were fetching all but one of
the instances anyway.

cdd4caf4df Salt: force service provider to systemd if systemd 
The version of Salt we're running doesn't do a good job of detecting
systemd.  Inspired by https://github.com/saltstack/salt/issues/13926,
I added a provider-force to the services.

With this change, salt-call -l debug state.highstate succeeds, even for
repeated invocations.

The issue was (probably) benign, but definitely caused noised (e.g. #11297)

32d48c619c AWS: Fix the docker-engine package name 
I got the package name wrong before, which meant that salt was failing
on invocations after the first (the name apparently doesn't matter on
the first invocation).

0586d866de AWS: Eliminate assumptions about all load-balancer ports matching

eb778217ad Support rolling update to 0 desired replicas 
Support a desired replica count of 0 for the new RC. Users sometimes
want to roll out a new "inactive" template with the intent of scaling
it up manually later.

a33f459c39 clientcmd: remove needless format specifier in a log 
Current BuildConfigFromFlags() seems to print a log like below when
config path isn't specified:
```
W0120 15:30:06.196820   13323 client_config.go:359] error creating
inClusterConfig, falling back to default config: %vunable to load
in-cluster configuration, KUBERNETES_SERVICE_HOST and
KUBERNETES_SERVICE_PORT must be defined
```

This commit removes the needless "%v"

75f487f7bf AbsPath should be compatible with proxy-prefixes: 
- replace Config.Prefix with .Host and .APIPath
- Request .path promoted to .pathPrefix, .baseURL holds required prefix

39c7ea57b0 test: make ValidateCount throw an error instead of a log 
We can either fix it here or at every callsite. Every callsite is
currently using this method incorrectly.
