Automatic merge from submit-queue (batch tested with PRs 38354, 38371)

Add GetOptions parameter to Get() calls in client library

Ref #37473 

This PR is super mechanical - the non trivial commits are:
- Update client generator
- Register GetOptions in batch/v2alpha1 group
