* 🔨 Add `tap.stopTrafficCapturingDisabled` helm value

* 🔨 Add `STOP_TRAFFIC_CAPTURING_DISABLED` config

* 🔨 Add `REACT_APP_STOP_TRAFFIC_CAPTURING_DISABLED` `env` to `front`

* 🩹 Add ternary operator for `STOPPED` config

* 🐛 Always enable stop-capturing functionality if `tap.stopped == true`
