Subject: [PATCH] Record scope for vertex bison@001 deprecation issue

The affected fixtures live in langchain-ai/langchain-google
(package langchain-google-vertexai) under
libs/vertexai/tests/integration_tests/, not in this repo.
Empty commit records the issues-agent branch for tracking;
the real fix must land in the langchain-google repo,
replacing text-bison@001 with gemini-1.5-flash-002 for
VertexAI(...) and chat-bison@001 with gemini-2.0-flash for
ChatVertexAI(...).
