Subject: [PATCH] community: allow chroma DB delete() to use "where" argument
 (#19826)

Description: Simply pass kwargs to allow arguments like "where" to be
propagated
Issue: Previously, db.delete(where={}) wouldn't work for chroma
vectorstores
