ci(infra): serialize integration test shards across runs ( #37648 )

Add job-level `concurrency` to the scheduled integration tests so
per-package shards from overlapping workflow dispatches don't hit the
same live API credentials at once — e.g. a manually triggered
`anthropic` run colliding with the daily `all libs` run.

ci(infra): trace scheduled integration tests ( #37615 )

Wire LangSmith tracing into the scheduled integration test workflow so
partner test runs emit traces to a shared project with GitHub Actions
metadata attached. Makes failures traceable back to the originating
workflow run, sha, and matrix shard without hunting through CI logs.
## Usage
- Filter the `oss-python-integration-tests` project by the
`github-actions` tag to see only CI runs; add a `sha-<sha>` or
`working_directory=<partner>` filter to narrow to a specific commit or
partner shard.
- From a failing trace, open the `github_run_url` metadata field to jump
directly to the originating workflow run; `github_run_attempt`
disambiguates reruns.
- Tags are flat strings (good for facets); structured fields like
`python_version` and `working_directory` live in metadata for richer
querying.

ci(infra): expand integration tests dispatch dropdown to external partners ( #37614 )

Adds `aws`, `google-genai`, and `google-vertexai` to the manual-run
`working-directory` dropdown on the `⏰ Integration Tests` workflow.
These partners live in external repos (`langchain-ai/langchain-google`,
`langchain-ai/langchain-aws`) and were previously only reachable via the
free-form `working-directory-override` input despite the job already
checking them out into `libs/partners/`.

ci(infra): shorten working-directory dropdown labels ( #36974 )

Clean up the `workflow_dispatch` dropdowns for the release and scheduled
integration-test workflows. Showing short package names (`openai`,
`langchain_v1`, ...) instead of `libs/partners/openai` makes the UI in
the Actions tab easier to scan; the prefix now lives in the resolver
rather than every dropdown entry.

ci(infra): add dropdown + override inputs to release and integration test workflows ( #36687 )

Both `_release.yml` and `integration_tests.yml` previously required
manually typing a package path to target a specific library. Replace the
free-text-only inputs with a dropdown of known packages plus a free-text
override for unlisted paths. The release workflow consolidates the
override-or-default resolution into a single `EFFECTIVE_WORKING_DIR` env
var to eliminate duplication across 20+ step references.

this repo. This is a prerequisite for enabling GitHub's "Require actions

ci(infra): add top-level permissions and SHA-pin third-party actions [INF-0000] ( #35588 )

## Summary
- Adds top-level `permissions: contents: read` to 5 workflows that only
had job-level permissions: `pr_labeler_file`, `pr_labeler_title`,
`tag-external-contributions`, `v03_api_doc_build`,
`auto-label-by-package`
- SHA-pins all 14 third-party actions to full commit SHAs to prevent
supply chain attacks via tag hijacking
## Why
**Missing top-level permissions:** Without an explicit top-level
`permissions` block, workflows inherit the repository/org default token
permissions, which may be overly broad. Adding `contents: read` as the
default restricts the blast radius if a dependency or action step is
compromised.
**SHA pinning:** Mutable tags (`@v1`, `@master`) can be force-pushed by
the action maintainer or an attacker who compromises their account.
Pinning to a full 40-character SHA ensures the exact reviewed code
always runs. Tag comments are preserved for readability.

fix(infra): block release on deepagents tests failure, bound min version for testing ( #34784 )

`deepagents` requires Python >= 3.11. Note: this won't display in the
action title in the UI if requesting 3.10, and it will also still show
`(3.10, 3.13)` since that's what the integration packages are testing
against. `deepagents` matrix title will be accurate.
