Cahid Arda Öz 6c07eb0c12 community[minor]: Add UpstashRatelimitHandler (#21885 )

Adding `UpstashRatelimitHandler` callback for rate limiting based on
number of chain invocations or LLM token usage.

guide included in this PR.
