community[minor]: add UpTrainCallbackHandler (#19956) 
- **Description:** 
This PR adds a callback handler for UpTrain. It performs evaluations in
the RAG pipeline to check the quality of retrieved documents, generated
queries and responses.

- **Dependencies:** 
    - The UpTrainCallbackHandler requires the uptrain package

What is it?

LangChain Community contains third-party integrations that implement the base interfaces defined in LangChain Core, making them ready-to-use in any LangChain application.
