This stops device auto-detect in 'hwdrivers'. On Docker
for Windows driver auto-detect should not be necessary as all
drivers are compiled in.
Further, on slow machines (and in CI) th 'hwdrivers' seems to have
race as it does a 'find' on '/sys/devices' and then performs actions.
On slow machines (and in CI) it appears that VMBus devices get
removed (and possibly re-added) causing the script to error.

We want be able to build kernels for different archs without that they
clash with each other so we but the generated files into an $arch subdir.

Wrap a EFI stub loader with vmlinuz, initrd, and a short commandline
inside a single EFI binary.
Two files are generated:
- mobylinux.efi is a raw EFI file which some hypervisors can boot directly
- mobylinux-efi.iso: ISO image with just MobyLinux in the EFI partition
also:
- rename legacy BIOS mobylinux.iso to mobylinux-bios.iso
- Build mobylinux-efi.iso as part of the standard mobylinux build
