ae885bd714 Use DOCKER_CONTENT_TRUST=1 when pulling library images 
When building the base images always test signatures.

This will be the default at some point.

Add a test that content trust is working.

fbebf2a131 Add a base image for building AMIs 
Faster and more repeatable. As the Alpine edge package is not
working, use pip.
