Move to the development track of `containerd` not the legacy 0.2
branch. The commands have changed a bit.
This does increase the image size as we are bundling the Docker
copy and our copy, and the new one is larger as it is growing features.
Hopefully Docker will shrink eventually. Also we may replace `ctr`
with a library.

Regenerated the kernel config from container, which bumped the kernel
version and included some other fixes. Also bumps the check-config
container to check for VSYSCALL_NATIVE

This stops device auto-detect in 'hwdrivers'. On Docker
for Windows driver auto-detect should not be necessary as all
drivers are compiled in.
Further, on slow machines (and in CI) th 'hwdrivers' seems to have
race as it does a 'find' on '/sys/devices' and then performs actions.
On slow machines (and in CI) it appears that VMBus devices get
removed (and possibly re-added) causing the script to error.

Wrap a EFI stub loader with vmlinuz, initrd, and a short commandline
inside a single EFI binary.
Two files are generated:
- mobylinux.efi is a raw EFI file which some hypervisors can boot directly
- mobylinux-efi.iso: ISO image with just MobyLinux in the EFI partition
also:
- rename legacy BIOS mobylinux.iso to mobylinux-bios.iso
- Build mobylinux-efi.iso as part of the standard mobylinux build
