Rolf Neugebauer 4863059b7e kernels: Enable Netronome drivers for x86/arm64

packet.net will soon have x86 and arm64 machines with NFPs.
Enable the driver for it.

The 4.9 kernel only has support for the NFP VF driver,
so don't enable it there.
