Tom Sweeney 9645b282ca Bump Skopeo to v1.23.0 
Bump Skopeo to v1.23.0 to go out with Podman 6.0.
It appears that I negelcted to bump to 1.23.0-dev after 1.22.0 was
release as I should have.
