Avoid using python3 as default python interpreter.

Browse Source 
Now if the user wants to build libsearpc when he/she has installed
python3 as default python interpreter.  He/She need to build program
as following steps:
 1. ./configure PYTHON=/usr/bin/python2.x
 2. make
 3. make install
