This patch moves timer.c and softirq.c out from x86 to
make them be built for risc-v too.

ca778139e6 hv: abstract IRQ related macros
Convert IRQ-related macros to static inline functions and introduce
wrappers for arch-specific implementations. This follows the style we
defined for multi-arch development.

This is a follow-up update for commit
a7239d126 ("[FIXME] hv: risc-v add denpended implementation in cpu.h").

CPU_IRQ_ENABLE_ON_CONFIG  -> local_irq_enable
CPU_IRQ_DISABLE_ON_CONFIG -> local_irq_disable
CPU_INT_ALL_DISABLE       -> local_irq_save
CPU_INT_ALL_RESTORE       -> local_irq_restore

41f04b4e7a HV: abstract percpu structure from x86 arch
Move x86 architecture dependent per cpu data into a
seperate structure and embeded it in per_cpu_region.
caller could access architecture dependent member by
using prefix 'arch.'.

v2->v3:
move whose_iwkey, profiling_info and tsc_suspend to x86
v1->v2:
rebased on latest repo

f6bf0b809d risc-v: initial timer codes
This patch implements risc-v specific timer codes. Basically,
risc-v adapts to acrn timer framework with some specific
behaviors. So far, it enables sstc support in h-mode.

aa3febbe26 hv: timer: rename functions to follow naming convention
For arch specific codes, we use arch_xxx() to name the function.
So, rename cpu_ticks/cpu_tickrate/set_hw_timeout/init_hw_timer
to follow this convention. Then, use arch interface to set timeout
value in update_physical_timer().

Furthermore, remove hw_timer.h and move its contents into common/
timer.h.

eb8bcb06b3 Update copyright year range in code headers
Modified the copyright year range in code, and corrected "int32_tel"
into "Intel" in two "hypervisor/include/debug/profiling.h" and
"hypervisor/include/debug/profiling_internal.h".

8b16be9185 Remove "All rights reserved" string headers
Many of the license and Intel copyright headers include the "All rights
reserved" string. It is not relevant in the context of the BSD-3-Clause
license that the code is released under. This patch removes those strings
throughout the code (hypervisor, devicemodel and misc).

6805510d77 hv/mod_timer: refine timer interface
1. do not allow external modules to touch internal field of a timer.
2. make timer mode internal, period_in_ticks will decide the mode.

API wise:
1. the "mode" parameter was taken out of initialize_timer().
2. a new function update_timer() was added to update the timeout and
   period fields.
3. the timer_expired() function was extended with an output parameter
   to return the remaining cycles before expiration.

Also, the "fire_tsc" field name of hv_timer was renamed to "timeout".
With the new API, however, this change should not concern user code.

3547c9cd23 hv/mod_timer: make timer into an arch-independent module
x86/timer.[ch] was moved to the common directory largely unchanged.

x86 specific code now resides in x86/tsc_deadline_timer.c and its
interface was defined in hw/hw_timer.h. The interface defines two
functions: init_hw_timer() and set_hw_timeout() that provides HW
specific initialization and timer interrupt source.

Other than these two functions, the timer module is largely arch
agnostic.
