docs: Changes Arch Committee election date
Changes the Architecture Committee elections from June 2018 to September 2018 for 3 seats, and from December 2018 to February 2019 for the remaining 2 seats. Fixes #35. Signed-off-by: Anne Bertucio <anne@openstack.org>
