tools: avoid rootfs-image build "ln -s" error

Avoid error when building for amd64 using:

USE_CACHE=no AGENT_POLICY=yes DEBUG=1 \
tools/packaging/kata-deploy/local-build/kata-deploy-binaries.sh \
--build=rootfs-image
