I want to withdraw from 2024 Oct AC elections in favor of a more
diverse committee with the other candidates representing three
different companies (for three seats). Also I don't want to risk
dropping the candidates that are renewing their seats and doing
a great job in AC!

The static checks were using the version from kata-containers,
an old version of go and had a bunch of travis references that
don't seem to be required any longer, so try updating this
and removing the redundant code.
Whether all these checks are useful is debatable, but at least
now they should be up-to-date.

These workflow are still using the hub cli which is outdated
and we aren't actively managing the backlog especially
in the community repo, so I don't think they work, or
are required.

Due to Golden week public holidays in China syncing with the
candidate nomination period, we are extending this by a week
and pushing the other dates back by the same in order to give
everyone the chance to declare their candidacy

This change adds a new folder to capture the election
process and later on store email and other templates as needed.
The patch also adds some further information about CIVS and
how to set up voting.

After 3.5 years serving the community as part of the Architecture
Committee, this is the time for me to step down, and save some time to
focus on specific areas of the project that I currently am lacking the
time to do so.
It's been an amazing ride, I'm thankful for all we could achieve
together, and I won't be a strange in the community.

This patch specifies the first day of the nomination period as the last day
for anyone to qualify as eligible electorate.
This will help with building the electorate list earlier in the process,
so election officials can make sure that everyone is included before
creating the poll for the voting period.

This patch creates the folder for the 2024 H1 AC elections.
It also proposes an election timeline that intentionally avoids
the dates of KubeCon EU and Easter.
