Fupan Li c376ab5de7 runtime-rs: fix the issue of hot-unplug memory smaller

It should do nothing instead of return an error when
hot-unplug the memory to the size smaller than static
plugged memory size.

Kata Containers Tests

This directory contains various types of tests for testing the Kata Containers repository.
