Eric Ernst 18bbbd47a6 stale: add initial configuration for stale probot
To assist in tracking older issues/PRs, let's add a tool for marking
issues and pull requests as being stale after 60 days of inactivity. A
stale issue/PR will be closed after 7 days of being marked stale.

Fixes: #366

Kata Containers packaging

Kata Containers currently supports packages for many distributions. Tooling to aid in creating these packages are contained within this repository.

In addition, Kata build artifacts are available within a container image, created by a Dockerfile. Reference daemonsets are provided in kata-deploy, which make installation of Kata Containers in a running Kubernetes Cluster very straightforward.
