Most of the content of `docs/Stable-Branch-Strategy.md` got de-facto deprecated by the re-design of the release process described in #9064. Remove this file and all its references in the repo. The `## Versioning` section has some useful information though. It is moved to `docs/Release-Process.md`. The documentation of the `PATCH` field is adapted according to new workflow.
