Hui Zhu 42a89d0dcd katautils: Move SetKernelParams from CreateSandbox to updateRuntimeConfig 
Function SetKernelParams is just to update the runtimeConfig according to itself.
It just around the configuration.
So this patch moves it to updateRuntimeConfig.

Fixes: #1106
