Add UT for pkg/kubectl/clusterrolebinding_test.go

**What this PR does / why we need it**:

I find there is no UT case for pkg/kubectl/clusterrolebinding.go. This PR Adds some UTs for pkg/kubectl/clusterrolebinding_test.go
