7ac6fe9c5d Adds Support for Node Resource IPv6 Addressing
Adds support for the following:

1. A node resource to be assigned an IPv6 address.
2. Expands IPv4/v6 address validation checks.

Which issue this PR fixes:
fixes #44848 in combination with PR #45116

With this PR, nodes can be assigned an IPv6 address. An IPv4 address is
preferred over an IPv6 address. IP address validation has been expanded
to check for multicast, link-local and unspecified addresses.

b91e030fcf This PR fixes issue #55031 where kubelet.exe crashes on Windows Server Core. The root cause is that kubelet.exe depends on package lxn/win pdh and kernel32 wrapper for node metrics. However, opengl32.dll is not available in Server Core and lxn/win requires the presence of all win32 DLLs.
This PR uses a slim win32 package JeffAshton/win_pdh since most win32 APIs needed are PDH API. Also this PR makes own implementation of GetPhysicallyInstalledSystemMemory until golang Windows syscall has it or lxn/win fixes opengl32 issue. Also this PR modifies the way to get Windows version.

238b4a0d8e Fix TestSummaryProvider.
assert.Contains() checks if its second argument (which is supposed to be
a single element) is contained in its first argument (which is supposed
to be a slice/map etc.) The third and following arguments are supposed
to be message and args for the output in case of failure.

Because of this bad form, a failure was hidden, the system container is
named "misc", not "system".

extracted elasticsearch-logging service name as environment variable

Deploying the cluster-addon fluentd-elasticsearch with customized resource definitions can cause elasticsearch discovery to fail because the service name `elasticsearch-logging` is hard-coded in  cluster/addons/fluentd-elasticsearch/es-image/elasticsearch_logging_discovery.go

Increase waiting time (120s) for docker startup in health-monitor.sh

Fix the issue of killing docker again when startup takes longer time on overloaded nodes.

not calculate new priority when user update other spec of a pod

motivation of this change:
If we update the priority, pod validation mechanism will prevent this update
request, this is not expected.

The `kubectl autoscale --help` says this:

```
# Auto scale a deployment "foo", with the number of pods between 2 and 10, target CPU utilization specified so a default autoscaling policy will be used:
  kubectl autoscale deployment foo --min=2 --max=10
```

This is incorrect. A default autoscaling policy will be used because *no* target CPU utilization has been specified.

32d8fa0058 Fix an unreachable kubectl explain field lookup test
In error case, the condition “gotErr != test.err && gotPath !=
test.expectedPath” never fulfill because in this case both gotPath and
test.expectedPath always an empty string. So the err “err:  `field "what?"
does not exist`” doesn’t get tasted. For example, if you change the value of
“err” to anything, the test still will pass. Also, since gotPath is empty
string in case of err, in the output error we probably don’t want to display
path.
