federation: replacing string credentials field by secretRef

Replaced the string Credentials field in ClusterSpec by secretRef as discussed in https://github.com/kubernetes/kubernetes/issues/25761.
Also updated the clusterController to use this new secretRef field while creating a client to talk to a k8s cluster.

This allows kube-controller-manager to allocate CIDRs to nodes (with
allocate-node-cidrs=true), but will not try to configure them on the
cloud provider, even if the cloud provider supports Routes.
The default is configure-cloud-routes=true, and it will only try to
configure routes if allocate-node-cidrs is also configured, so the
default behaviour is unchanged.
This is useful because on AWS the cloud provider configures routes by
setting up VPC routing table entries, but there is a limit of 50
entries. So setting configure-cloud-routes on AWS would allow us to
continue to allocate node CIDRs as today, but replace the VPC
route-table mechanism with something not limited to 50 nodes.
We can't just turn off the cloud-provider entirely because it also
controls other things - node discovery, load balancer creation etc.

remove deprecated generated typed clients
The typed clients had been moved to pkg/client/clientset_generated/xxx/typed. We kept these files for backward compatibility. But it seems release 1.3 is the appropriate time to get rid of them.

Instead of N pointers, we were returning N null pointers, followed by the real
thing. It's not clear why we didn't trip on this until now, maybe there is a
new server-side check for empty subnetID strings.

Limit concurrent route creations
Ref #26119
This is supposed to improve 2 things:
- retry creating route in routecontroller in case of failure
- limit number of concurrent CreateRoute calls in flight.
We need something like that, because we have a limit of concurrent in-flight CreateRoute requests in GCE.

Increase goroutinemap unit test timeouts.
50ms is flaky in Jenkins. This makes the test to take at least 0.5s to check that things that should block and wait for something really do block and wait (was 100ms before).

Refactor storePodsNamespacer.List()
This fixes a bug in the previous version where, when we fell back on a
brute force approach, we were still returning an error.
It also clarifies the flow control into 3 distinct cases. The cases
don't share variables any more, which makes mistakes like the one
mentioned above harder.
