Ilya Dmitrichenko 386fae4592 Refactor utils that deal with certs

- merge `pkg/util/{crypto,certificates}`
- add funcs from `github.com/kubernetes-incubator/bootkube/pkg/tlsutil`
- ensure naming of funcs is fairly consistent
