FengyunPan 462087fd74 Implement InstanceExistsByProviderID() for cloud providers

Fix #51406
If cloud providers(like aws, gce etc...) implement ExternalID()
and support getting instance by ProviderID , they also implement
InstanceExistsByProviderID().
