Eric Chiang 1f8ee7fe13 oidc auth: make the OIDC claims prefix configurable 
Add the following flags to control the prefixing of usernames and
groups authenticated using OpenID Connect tokens.

	--oidc-username-prefix
	--oidc-groups-prefix
