Only run the systemd-journal plugin when on a platform that requests it. The plugin crashes the fluentd process if the journal isn't present, so it can't just be run blindly in all configurations.
Some addons need to be configured slightly differently when running on the
Google ContainerVM Image (GCI). This directory serves as a place to store yaml
manifests that need to differ slightly from the ones under
cluster/saltbase/salt.
