Slow start (#1576)

* Start `ExcludedNamespaces` empty by default

* Started Kubeshark with tap.stopped true by default

* Revert "Start `ExcludedNamespaces` empty by default"

This reverts commit 7de515dd3a.

* Start with traffic capture paused by default
Remove any namespaces to exclude by default
