Don't reboot when upgrading recovery through kubernetes ( #1092 )
...
because it's not idempotent, the script never returns 0 and thus the
upgrade is restarted after reboot, causing a boot loop.

Remove header from overlay file ( #1060 )

for consistency (since the rest don't have one). We decided to remove
this directory from the directories scanned by the kairos-agent
anyway, so having a header or not should make no difference since yip
doesn't care about the headers.
