867471c08b Make ci happy (#91)

- lint all code use `black` and `isort`
- delete all unused imports to make code clean
- use black in GItHub Actions

0af0ef14fb fix: dotenv can not load (#87) 
for now change .env do not work
because we change the config -> configs and in that we do not load the
dotenv
this bug brings from commit
ef64935145
and I am not sure if we can delete `pilot/server/__init__.py` we need to
check.
