The commit 'HV: Config Splitlock Detection to be disable' allows
using CONFIG_ENFORCE_TURNOFF_AC to turn off splitlock #AC. If
CONFIG_ENFORCE_TURNOFF_AC is not set, splitlock #AC should be turn on
